Summary
For a B2B company with a small service team, WhatsApp Business API pricing comes down to four separate lines: Meta's message fees, your provider's platform plan, add-on modules and metered AI (artificial intelligence) usage. With Saysimple, the license starts at €119 a month on annual billing. Modules, not the plan, usually decide the final bill.
TL;DR
- The bill has four layers: Meta's message fees, the platform plan, add-on modules and metered AI conversations.
- Saysimple Grow costs €119 a month and Scale €289 on annual billing, excluding 21% VAT (value added tax), plus a one-time activation fee that varies by use case.
- Grow plus the API module plus the Flow Builder comes to €317 a month. For that combination, Scale at €289 is cheaper.
- Meta sets message rates per country, so estimate that layer with the pricing calculator instead of guessing.
Ask three vendors what the WhatsApp Business API costs and you get three different answers. One quotes Meta's message fee. Another quotes only a monthly plan. A third mentions the setup fee once the contract is on the table. If you own the budget, none of those numbers is the one you need.
The number you need is the full monthly and first year cost of running WhatsApp conversations for your whole team, with every layer counted. This post splits the WhatsApp Business API (application programming interface) bill into its layers, uses Saysimple's current price list as the worked example, and says where we think teams pick the wrong plan.
WhatsApp Business API pricing: what do you pay? Four layers
There is no single price. You pay four layers, and only the first one goes to Meta.
| Layer | Charged by | Billed how | What moves it |
|---|---|---|---|
| Message fees | Meta | Per message, per country, by message category | Volume and message mix |
| Platform plan | Your provider | Monthly license plus a single activation fee | Users, contacts, WhatsApp channels |
| Add-on modules | Your provider | Monthly per module, some with setup fees | API access, broadcasting, call deflection |
| AI conversations | Your provider | Per AI conversation | How much the AI agent handles |
VAT sits on top of the provider layers, and Saysimple's prices exclude 21% VAT. For how access, verification and templates work, read our guide on what the WhatsApp Business API is.
Layer one: what Meta charges per message
Meta charges per message. The rate depends on the recipient's country and the message category: marketing, utility, authentication or service. Marketing messages sit at the expensive end, which is why a broadcast campaign needs its own line in the budget. With Saysimple, you pay those Meta rates with no markup.
Meta announced a change for October 1, 2026: replies your team sends inside the 24 hour customer service window, and utility templates sent inside that window, become billable. The first 1,000 service messages per phone number each month stay free. We explain the details in how WhatsApp Business API pricing works. The exact rates live in Meta's own rate card, so check it for every country you message.
Our view: you cannot negotiate these rates, but you can control the mix. Answer inside the 24 hour window with quick replies instead of paid templates, and send marketing templates only to segmented contacts who opted in. Then run your volumes through the WhatsApp Pricing Calculator to get a monthly estimate of the Meta layer.
Layer two: the platform plan, and when Grow stops making sense
Saysimple is a B2B Commerce Customer Engagement Platform: an omnichannel platform for WhatsApp Business and other channels, powered by AI and automation. Its two main plans are Grow and Scale, shown below on annual billing and excluding VAT. You can see every current plan on the Saysimple pricing page.
| Plan | Per month | Activation (once) | Users included | Contacts included | WhatsApp channels included |
|---|---|---|---|---|---|
| Grow | €119 | Depends on the use case | 3 | 2,000 | 1 |
| Scale | €289 | Depends on the use case | 5 | 5,000 | 2 |
| Enterprise | On request | Depends on the use case | On request | 10,000 | 2 |
Grow plus modules versus Scale
Our recommendation: choose between Grow and Scale by the modules you need, not by the headline price. On Grow, API access with webhooks is a €99 module and the Flow Builder is another €99. Scale includes both.

Run the numbers. Grow with the API module is €218 a month, which beats Scale's €289 if API access is all you add. Bring in the Flow Builder and Grow reaches €317, so Scale is €28 cheaper. It also gives you 5 users instead of 3, 5,000 contacts instead of 2,000, a second WhatsApp channel, phone support and a dedicated customer success manager. Support on Grow runs through email, chat and WhatsApp.
Layers three and four: add-ons and AI conversations
Modules come on top of the plan. On Grow, the API module (webhooks included, up to 500 calls an hour) costs €99 a month, and Scale includes it. WhatsApp Broadcasting (Engage) is €59 a month on both plans. The Flow Builder includes 2 flows, and each extra flow costs from €19 a month. WhatsApp call deflection, which moves callers from the phone queue into a chat, costs from €59 per number per month. An extra user costs from €25 a month, an extra WhatsApp channel €39 a month, and contacts beyond your bundle come in blocks of 500 for roughly €15 a month. Conversation history is 90 days on Grow and 365 days on Scale, and extending it costs from €19 a month.
AI is metered per conversation. Saysimple charges €0.20 per AI conversation on annual billing (€0.25 on monthly billing), on every plan including Enterprise, and a conversation here means a seven day window. The AI agent features themselves, such as reading your website and knowledge base, are included at every tier. You pay for usage. Treat it like Meta's fees: a variable line you forecast from volume. As an illustration, 1,000 AI conversations a month adds €200.
A worked example: five agents, annual billing
Take a hypothetical wholesaler with five agents, about 2,000 customer contacts, one WhatsApp number and a plan to connect WhatsApp to its ERP (enterprise resource planning) system through the API. On annual billing that is Grow at €119 plus the API module at €99, so €218 a month or €2,616 a year excluding VAT, around €3,165 with 21% VAT. The one-time activation fee depends on the use case and is quoted separately, so we leave it out here. Meta's message fees and any AI conversations come on top as well.
Billing monthly instead of annually lifts Grow to €139 (and Scale to €349) and the API module to €109, so €248 a month for Grow with the API. That is €360 more per year, and the contract term stays 12 months either way. Paying by bank transfer adds a 15% administrative fee, so pay by invoice, card or SEPA (Single Euro Payments Area). If the same team grows to 2,500 contacts, one extra block of 500 contacts adds roughly €15 a month.
One case where the free option wins: a single person answering from a single phone needs none of this. The free WhatsApp Business app costs nothing, and these layers only pay for themselves once a second person or a system has to answer too.
Flat Licence or Pay Per Active Contact: Two Pricing Models
API providers do not all charge the same way. Some, like Saysimple, charge a flat monthly licence with users and contacts included in each plan. Others charge by the contacts active each month, so the bill grows with your activity. A flat licence is easier to budget. Pay per active contact can work out cheaper at low volume and get expensive as you grow. Ask every provider to price all four layers at your real volume, and if you want to see the numbers side by side, read our Respond.io vs Saysimple pricing and feature comparison.
What to ask before you sign
Put these five questions to every provider, us included, before you compare quotes.
- Do you pass Meta's message fees through at cost, or add a margin? At Saysimple, there is no markup on WhatsApp fees.
- What does the activation fee cost for my use case, and what does it cover?
- Which modules do I need for API access, broadcasting and call deflection, and which are already in the plan?
- How do you count an AI conversation, and what does one cost?
- Is the contract term 12 months even if I pay monthly?

Frequently Asked Questions About WhatsApp Business API Pricing
How much does Meta charge for the WhatsApp Business API?
Meta charges per message sent. The rate depends on the message category (marketing, utility, authentication or service) and the recipient's country. Check Meta's official rates and estimate your volume with the WhatsApp Pricing Calculator.
How much does Saysimple cost for the WhatsApp Business API?
On annual billing, Grow is €119 a month and Scale €289. On monthly billing, €139 and €349. On Grow, API access is a €99 a month module that Scale includes, and other modules such as broadcasting start at €59 a month. The one-time activation fee depends on the use case. Prices exclude VAT, and current plans are on the pricing page.
Does the API price include Meta's fees?
No. Meta's fees are paid on top of the platform's monthly licence, with no markup at Saysimple, and AI conversations are billed by usage as well.
Why do prices vary so much between providers?
Because they do not all charge the same way: some apply a flat licence and others charge by active contacts, which can push the cost up as you grow. They also do not all include the same modules. Compare them at your real volume, for example in our comparison with Respond.io.
Closing thoughts
The WhatsApp Business API is cheap to start and easy to misprice. The €119 entry point is real, but a team that needs the API and flows ends up paying Scale prices on Grow. Count the modules first, pick the plan second, and keep Meta's and the AI's variable costs as a separate line you review every month.
